[The PSOE of Puerto Lumbreras requests that school zones be designed in such a way that the new education law is complied with (18/01/2021)

The socialist group urged, in the next municipal plenary session, the City Council and the Regional Government to adapt the rules that regulate school zones to the LOMLOE.

The proposal seeks, on the one hand, to defend the freedom of choice of educational center, defined equally in Articles 84.1 of the LOMCE and LOMLOE.

Article 84 of the LOMLOE states that "the educational administrations regulate the admission of students in public and private centers arranged in such a way as to guarantee the right to education, access under conditions equality and freedom of choice of center by parents or legal guardians ".

The LOMCE already included this rule in almost identical terms: "The educational administrations regulate the admission of students in public and private centers arranged in such a way as to guarantee the right to education.

On the other hand, it is intended to adapt the regional norms that regulate the schooling areas so that they comply with the new educational law (LOMLOE) that does not repeal the previous one (LOMCE) but incorporates modifications.

In relation to school zones, LOMCE ensures a fairer and more efficient system by replacing the current single district with school zones that take into account proximity criteria.

The unique district experiment, which came into effect in 2016, has not worked, as predicted by Enrique Ujald�n, regional head of Educational Planning under the Government of the PP, who advanced At that time, if this system did not work, it would return to that of a lifetime, restricting the choice of center to those in the vicinity of the student's home.

Studies such as the one carried out by a team of researchers from the University of Valencia, called "Zoning and admission of students in schools in the city of Valencia", conclude that the unique district is "inadequate to mitigate the school segregation ".

So much so that the Federation of Associations of Parents of Students of Cartagena and Comarca (FAPA) demanded in 2019 the Ministry of Education to put an end to the choice of school center through the single district system, which has served to "benefit" the subsidized centers in front of the public.

He also stated that because of this there are more ghetto schools, as "segregation" and "inequality" increase.which causes a depopulation in the educational centers of the neighborhoods and the suburbs, while the others are "overcrowded".

The new model of the so-called Cela� Law aims to reverse the current situation by improving several aspects: it guarantees freedom of choice of centers for everyone and not only for those who can pay, it contributes to sustainable mobility (SDG goal 13 ), equitably distributes students with special educational needs, which leads to better results and, ultimately, a better educational system.
