The Puerto Lumbreras Local Police imposes about thirty complaints about the circulation limitations before the Alarm State (24/03/2020)

The Coordination Commission for Security COVID-19 has been created, with the aim of facilitating the cooperation and operational coordination of the Local Police with the State Security Forces and Bodies that intervene in the municipal area.

The Local Police of Puerto Lumbreras has processed since the State of Alarm came into force about thirty complaints against individuals for not complying with the measures imposed by Royal Decree 463/2020.

In total, some 180 vehicles have been controlled and 138 people have been identified, imposing 29 complaints for non-compliance with the regulations, 13 of which have been in the last two days.

The Local Police carry out these controls to ensure that the population respects the dictates of the State of Alarm for the prevention of possible contagions by COVID-19.

In addition, agents are answering about 150 calls a day to inquire about doubts about circulating in the current situation.

It must be remembered that the penalties for not complying with the regulations set forth in the Royal Decree range from a minimum amount of 601 to 30,000 euros, and if it is a case of recidivism, they can be significantly increased up to the maximum indicated.

If it is serious disobedience, there may even be a prison sentence.

From March 18 and during the validity of the state of alarm, people will only be able to circulate along the roads or spaces of public use for the acquisition of food, pharmaceuticals and basic necessities, assistance to centers, services and health facilities, travel return to the workplace to carry out their labor, professional or business provision return to the habitual place of residence, assistance and care for the elderly, minors, dependents, people with disabilities or especially vulnerable people, displacement to financial and insurance entities or due to force greater or situation of need, or take out pets to cover their physiological needs, always taking extreme precautions and reducing these exits to the minimum possible time.

Vehicle movements must be carried out individually, unless accompanied by persons with disabilities, minors, the elderly, or for other justified cause.

In this sense, and to clarify the most frequent doubts, note that only one person can travel in the vehicle when, for example, they are going to buy, and that due to force majeure or to move to the workplace, 2 people could travel by private car, but with a mask and gloves and located diagonally (who goes in the back, on the opposite side where the driver goes).

Always for work reasons or force majeure, in delivery trucks 2 people can travel in the same cabin taking the same prevention measures, and in a 9-seater vehicle or van 3 people could go in different rows and positions (making a Z shape ) with mask and gloves.

Buses can carry up to 30 percent of their capacity.

The mayor of Puerto Lumbreras, María Ángeles Tunisia, has announced that "surveillance will intensify in the coming days with the aim of complying with the measures set by the State of Alarm and the health authorities. The first thing for this City Council is security and the health of our neighbors, therefore we reiterate that appropriate precautions are taken and leave home only in case of dire need. "

Coordination Commission for Security COVID-19

Through the Ministry of the Interior, which coordinates all the Security Forces and Bodies through the Operational Coordination Center (CECOR), a Coordination Commission for Security COVID-19 has been created, with the aim of facilitating cooperation and operational coordination Local Police with the State Security Forces and Corps that intervene in the municipal area, coordinated by the different mayors of the municipalities.

These Coordination Commissions for Security COVID-19 will meet at least once a day and a daily report will be issued that will be sent by email to the Government Delegation, with data on the incidence of contagion among police professionals, actions carried out or in progress at the request of the health or judicial authorities, or specific safety-related actions to guarantee the operation of essential services.

Specifically, the number of devices and personnel mobilized to protect health centers, the number of devices and personnel mobilized to protect supply centers for essential products, the number of custody services established to protect the transport and distribution of this type of product, and the number of devices and troops mobilized to guard the passenger transport infrastructure.

In addition, specific actions will be reported to guarantee compliance with the measures decreed in the State of Alarm: number of people identified, number of people detained for acts of criminally punishable disobedience or resistance, number of proposals for sanctions for infractions, and vehicles intercepted on public roads, without authorization to circulate.

The Security Coordination Commission will place special emphasis on combating hoaxes and false information from social networks and through any means of information, so as not to unnecessarily alarm the population.
