The City Council adopts organizational measures for face-to-face administrative activity in the provision of public services (22/05/2020)

| The measures seek to guarantee the safety of municipal users and employees and facilitate the reconciliation of family and work life | Prevention, hygiene, cleaning and social distancing measures are prioritized and intensified The City Council of Puerto Lumbreras, within the measures adopted in view of the new conditions imposed by the health situation by COVID-19, has established the procedure and organizational measures for the gradual recovery of face-to-face administrative activity in the provision of municipal services.

The principles of this protocol of action are to guarantee the safety and health of personnel through appropriate preventive measures, protection of particularly sensitive personnel, continuity of public service provision, reconciliation of personal, work and family life, prioritization of teleworking,Schedule flexibility and work planning through the shift system to avoid crowding and to provide personnel with the means of individual and collective protection in accordance with the instructions of the Occupational Risk Prevention Service. Regarding teleworking, this system will be specially established for those municipal employees who are considered especially sensitive personnel, as well as those who are in charge of minors or elderly dependents, and are affected by the closure of educational or elderly centers.

. The attention to the public will be carried out preferentially by telephone and telematically.

The face-to-face attention will be carried out at an initial moment by prior appointment, and with limited capacity to respect the minimum safety distance of 2 meters.

At the time when the offices whose main function is to serve the general public are opened, the establishment of a system of appointment by telephone or via the web will be promoted or implemented, in addition to the installation of partitions in the workstations, and A shift system will be established that is large enough to avoid crowds inside the buildings. The opening hours of the administrative buildings may be extended morning and afternoon from Monday to Friday from 08:00 to 21:00 to facilitate the establishment of staff shifts and to extend, where appropriate, the hours of attention to the public .

Business meetings will preferably be held by audio conference or video conference, avoiding face-to-face meetings as much as possible.

In any case, face-to-face meetings with distance measures may not exceed 10 people. Personnel who are within vulnerable groups; diabetics, cardiovascular patients, including hypertension, chronic lung disease, immunodeficiency, cancer in the active treatment phase, pregnancy and those over 60 years of age will not carry out face-to-face activity until prevention, adaptation and protection measures have been implemented, where appropriate necessary and set for each case.

To reconcile work and family life, staff with sons or daughters under 14 years of age or subject to guardianship or foster care, as well as those who are in charge of elderly or disabled people up to the first degree of consanguinity or affinity, provided they live in the family domicile and especially in the case of single-parent families or in which the second parent must work in person,They will be able to maintain the teleworking situation, joining the last phase of the de-escalation. In phase 1, starting last Monday, May 18, the public service was opened in person by appointment by phone or e-mail in the following services: General Registry, Statistics, face-to-face care in social services for actions related to COVID and social aid, municipal library for loan and repayment by appointment, Local Police and Civil Protection For the rest of the phases, the period will be established during which the progressive and complete reinstatement of the personnel will be carried out, respecting current regulations.
