The municipal group of the PP will request that the Government of the Nation create a fund so that the municipalities can assume the Minimum Vital Income (22/07/2020)

The municipal group of the Popular Party will take a motion in full to urge the Puerto Lumbreras City Council to urge the Government Council of the Region of Murcia to request the Government of the Nation to urgently create a new extraordinary fund that allows the municipalities assume the management of the new benefit of the Minimum Vital Income (IMV).

A management that is in charge of attending to these local administrations through agreements with the National Institute of Social Security, and that must be done in an adequate way and without jeopardizing the processing of social aids already existing in Autonomous Communities and municipalities. "In addition, we request that the draft text of the agreement that they would have to sign to manage the Minimum Vital Income be sent to all local entities as a matter of urgency and before this benefit comes into effect, so that they can analyze their services technical the economic, legal and management implications derived from said agreement, and adequately assess whether the local entity can assume that management or it remains with the National Institute of Social Security, as its content is unknown today.

And it is that there are already recent studies and reports that indicate that the assumption of this management will entail very important additional costs, unaffordable by the municipalities and the need to hire extra personnel.

"Additional funds, it will be unfeasible for local administrations to manage this new state benefit and therefore, the signing of these collaboration agreements will be unfeasible," says Raquel Rodríguez. In addition, from the municipal group of the PP, it is requested that the Government of the Nation guarantees that all the Autonomous Communities can participate in the same way in the processing and / or management of this aid if they consider that it is the most appropriate for its citizens.

It is known that the Basque Country, Navarra and Catalonia will be able to manage this new benefit, which is a comparative grievance between citizens of some Autonomous Communities and others.

Something that contradicts equality between Spaniards enshrined in the Constitution.
