The Plenary approves the municipal budgets for 2018 with an increase of more than 220,000 euros over last year (28/12/2017)

More than 300,000 euros are allocated to participatory budgeting to give more prominence to citizens.

The mayor of Puerto Lumbreras, Maria Angeles Tunisia, and the councilor for Economy and Finance, Raquel Rodríguez, have presented the municipal budgets of 2018, focused on job creation, debt reduction, tax freezing and social commitment.

Thus, the municipality has a budget of 12,839,823.37 euros for the year 2018, which represents an increase of slightly over 2% compared to the budgets of 2017 and 3% compared to 2016. Mayor of the town has highlighted that "it is about responsible budgets and committed to the municipality of Puerto Lumbreras, to ensure the welfare of all citizens."

In particular, the Economic Activities Tax (IAE) will be frozen and 95% of the payment of this tax to cooperatives will be reduced.

In addition, people who start exercising their activity will be exempt from paying this tax during the first two years.

Another of the frozen taxes is the one applied to Mechanical Traction Vehicles (IVTM).

In addition, the municipal government has established that vehicles with more than 25 years old, tractors, trailers, semi-trailers and farm inspection machinery will not be required to pay this tax.

On the other hand, the Tax on Constructions, Installations and Works (ICIO) is frozen and subsidized, with the aim of encouraging the execution of works that favor accessibility, housing rehabilitation and urban remodeling.

In this regard, Tunisia explained that "last year we lowered the IBI by 25% and by 2018 we freeze all taxes and municipal taxes.In addition, we implement new bonuses and exemptions in municipal fees related to opening of establishments and planning licenses with the objective of paving the way for those people who start their business activity in our municipality. "

In this regard, it should be added that the Government team has set a 50% reduction in the rate of opening of establishments for activities whose owners are young entrepreneurs under 35 years of age or women.

On the other hand, a 50% reduction in urban planning licenses is also contemplated for entrepreneurs under 35 years of age who execute works related to their business, during the first 5 years of activity.

Tunisia added that "through rigor and efficiency we have achieved a balance between income and expenditure, with a responsible policy in which, without raising taxes, we have been able to offer more and better services to Lumbrerenses".

As for the municipal debt, in 2018 is expected to be reduced again by 2 million euros, getting to reduce the debt by 50% compared to 2015.

Another basic pillar in the budget are investments with an amount of 605,020.75 euros.

It should be noted that works will be carried out on public roads, taking into account that by 2018 the Works and Services Plan, financed by the regional government, will be double that in 2017. Improvements will be made in rural roads and new roundabouts will be built to improve circulation for an amount greater than 300,000 euros.

In terms of education, the budgets include the construction of a new Integrated Vocational Training Center.

The budget also contains investments in the adaptation of sports facilities and new vehicles for the Local Police with the objective of increasing citizen security.

One of the main priorities of the City Council is to continue creating employment opportunities and continue to reduce the local rate of local unemployment that stands at around 8%, well below the regional and national average.

Therefore, 281,760.30 euros will be allocated, from the regional government, for the implementation of employment and training programs that will allow the hiring of a score of unemployed people.

Another fundamental axis in the 2018 budget is social assistance, to which 1,600,000 euros are allocated.

Through this item, the arranged parking spaces of the Day Center for the Elderly, the Integral Center for Persons with Disabilities (CIPED) will be increased and the home help service will be improved for dependent persons.

There is also a reserve of 11,000 euros to combat energy poverty, 24,000 euros to support people at risk of social exclusion and 30,000 for social assistance.

Tunisia stressed that "it is essential that the administration is closer to the citizen every day." To that end, we will encourage citizen participation, giving them more prominence in the budgets.We allocate 311,975 euros to the participatory budget item, which is the double what was allocated in the current year 2017 ".

Specifically, 30,000 euros will be reserved for cultural activities and 281,975 euros for works.

The participatory budgets are framed within the Transparency and Citizen Participation Plan, launched by the City Council of Puerto Lumbreras to improve the quality of municipal management.
