Puerto Lumbreras is the only municipality in the Region of Murcia, which participates in the Clara, which launches the Women's Institute under the Ministry of Health, Social Services and Equality.

The Municipality of Puerto Lumbreras, through the Department of Equality, is developing the CLEAR Program, which promotes employment of lumbrerenses, increasing the employability of women and improving their expectations and their quality of life through personal development and better qualified for employment.
Specifically, Puerto Lumbreras is one of eight selected municipalities throughout Spain to participate in the new edition of the Clara, which launches the Women's Institute under the Ministry of Health, Social Services and Equality.
The mayor of Puerto Lumbreras, M ª Ángeles Tunisia, explained that "this new program is aimed at those women with special difficulties in finding work and develops through an itinerary with an intervention methodology specific, personalized, taking into account the starting point and needs of women lumbrerenses ".
Thus, the project is organized through a path of socio-professional intervention sequenced in different phases and in which aspects work personal, professional, occupational training and job placement accompaniment.
The project includes a first phase, which has already begun, in which a technician performs individual personal interviews and work for personal matters, such as the needs and demands of women, motivation, self-esteem and expectations, among other .
On the other hand, in the second phase, work is work motivation, information and guidance to the definition of the professional profile and occupational training "as" adapted to the labor market of Puerto Lumbreras.
Also in this phase also works job search and support in the actual insertion.
The profile of women to be targeted is very broad, but have in common the experience of situations, whether personal or professional, which makes them more vulnerable to economic and social changes that increase the risk of running out of welfare circuits, related to training and employment.
Local authorities participating in the 2013-2014 edition with Puerto Lumbreras are Villaquilambre (León), Elche (Alicante), the Commonwealth do Val Miñor (Pontevedra), O Grove (Pontevedra), Paterna (Valencia), Piñor (Orense) and Puçol (Valencia).
